Who Can Teach the Robotics Coding Course? The 2026-27 Rules in Türkiye

Probot Studio

Short answer: According to the Talim ve Terbiye Kurulu's (Board of Education) Öğretmenlik Alanları, Atama ve Ders Okutma Esasları (Principles on Teaching Fields, Appointment and Course Assignment), the Robotik Kodlama (Robotics Coding) course is taught by teachers of two fields: Bilgisayar ve Öğretim Teknolojileri (Computer and Instructional Technologies; known in schools as the information technology teacher) and the Bilişim Teknolojileri (Information Technologies) field. The Principles contain no provision for this course such as "all subject teachers with a certificate". If the school has no teacher from these fields, the course goes first to teachers of these fields in the area, and if there are none, to a paid hourly teacher. Private schools also have the option of assigning a specialist instructor with a bachelor's degree.

Where is Robotik Kodlama in the Principles?

The Principles' table gives two pieces of information for each teaching field: which bachelor's programs can lead to an appointment in that field, and which courses a teacher of that field teaches. "Robotik Kodlama" appears in only two rows of the table:

Teaching field Some of the courses it teaches Bachelor's programs that can be appointed to this field
Bilgisayar ve Öğretim Teknolojileri (row 97) Bilişim Teknolojileri ve Yazılım (Information Technologies and Software), Robotik Kodlama, Yapay Zekâ Uygulamaları (Artificial Intelligence Applications), Dijital Sanatlar (Digital Arts), Medya Okuryazarlığı (Media Literacy) Computer and Instructional Technologies Teaching; Mathematics-Computer*; Statistics and Computer Sciences*; Computer Technology (and Information Systems)*; Information Technologies*; Management Information Systems*
Bilişim Teknolojileri (row 8) Vocational courses plus Bilişim Teknolojileri ve Yazılım, Robotik Kodlama, Yapay Zekâ Uygulamaları, Dijital Sanatlar, Medya Okuryazarlığı Computer Teaching; Computer Systems Teaching; Computer and Control Teaching; Electronics and Computer Teaching; Computer and Control Technology Teaching; Computer, Computer Science, Control and Computer, Software and Information Systems Engineering*; Electronics and Computer Department*; Information Systems and Technologies*; Computer Sciences*

* Graduates of the starred programs must have pedagogical training: a pedagogical training certificate, a non-thesis master's degree, or the statement "Has completed pedagogical training" on the diploma.

The point to watch here: the right to teach the course depends on the teacher's field, not on the department they graduated from. For example, a computer engineering graduate who has been appointed to the Bilişim Teknolojileri field teaches the course. If the same person has been appointed to another field, their degree alone does not give them the right to teach the course.

According to article 9 of the Principles, a teacher first teaches the field, common, compulsory and elective courses of the institution they were appointed to. So the school's information technology teacher also takes Robotik Kodlama as their own course.

Is "all subject teachers with a certificate can teach it" true?

No, not for Robotik Kodlama. This sentence, which you often see online, comes from the notes at the end of the Principles. There, for some courses, it says "taught primarily by all subject teachers who hold a certificate related to these courses". Proje Tasarımı ve Uygulamaları (Project Design and Applications) and Adabı Muaşeret (Etiquette) are examples. Robotik Kodlama does not appear in these notes.

Article 10 of the Principles says the Board will decide which subject teachers teach courses where the need for teachers cannot be met or that are newly introduced, or whether teachers will be trained through in-service training. We could not find a decision made this way for Robotik Kodlama. If your school received such a letter, that letter is the basis.

What if the school has no information technology teacher?

For public schools, the rules are in the Ders ve Ek Ders Saatlerine İlişkin Karar (Decision on Class Hours and Extra Class Hours). The order is roughly this:

  1. The principal assigns the courses and reports what cannot be assigned. The principal assigns the teachers at the school the courses in their field and in other fields they are allowed to teach. The principal reports the courses that cannot be assigned in writing to the directorate of national education within 15 days at the latest (art. 20/1).
  2. The directorate of national education assigns a teacher from the area. Information technology teachers who cannot fill their hours at their own school are assigned to schools in need within the same municipal boundaries, starting with volunteers (art. 20/2). The assigned teacher comes to the school on certain days of the week. If you do not plan elective class periods and the computer lab around that day, the course may go untaught.
  3. A paid hourly teacher comes only after that. While there are teachers in that field within the same municipal boundaries who cannot fill their hours, these courses cannot be given to paid hourly teachers (art. 20/3). The 2026-2027 İş ve İşlemler Genelgesi (Circular on Procedures) also says that no paid hourly teacher will be assigned while there are surplus teachers in that field in the district (art. 43).
  4. Paid hourly teacher. If there are not enough teachers, people with a higher education degree can be given the job for a per-hour fee (art. 9). The paid teacher announcements of the provincial and district directorates of national education determine which graduates are preferred.

Article 5 of the Decision also says that a teacher who does not have enough classes in their own field can be given classes outside their field when needed and at their own request. We could not find a specific document on how this provision applies to Robotik Kodlama. If you are asked to teach this course outside your field, ask your school administration in writing for the basis of the assignment.

Is it different in private schools?

In its scope article, the Principles list public and private institutions under the Ministry together. In a private school too, the main path is a teacher from these two fields. The Özel Öğretim Kurumları Yönetmeliği (Private Education Institutions Regulation) adds a few options:

We could not find a Ministry document showing which bachelor's degree counts as a "related field" for Robotik Kodlama. Before assigning an engineer as a specialist instructor in a private school, consult the private education unit of your provincial directorate of national education.

Frequently asked questions

Can a classroom teacher, or a science or math teacher, teach this course? In the Principles, Robotik Kodlama is not among the courses these fields teach. The only basis could be the out-of-field teaching provision we described above. That is an exception based on need and request, not a general authorization. Even if you do not teach the course, you can do robotics work at your school: as a club advisor, or in a joint project week with the information technology teacher. The club route is in the next question.

I have a robotics or coding certificate. Is that enough? The Principles have no certificate-based teaching provision for the Robotik Kodlama course. A certificate does not give the right to teach the course. But you can be the advisor of a robotics club at your school; we did not see such a field requirement for club advising. Details are in our post How do you start a robotics coding club?.

Who teaches the Yapay Zekâ Uygulamaları (Artificial Intelligence Applications) course? The same two fields: Bilgisayar ve Öğretim Teknolojileri and Bilişim Teknolojileri. The course is taught as an elective in middle school in grades 7-8.

Which grades have Robotik Kodlama? In the weekly course schedule, grades 5-6, as a 2-hour-a-week elective. For the course content and the new curriculum in 2026-27, see our post What happens in a Robotics Coding class?.

Did the Principles change in 2026? The latest change in the most recent consolidated text published by TTKB (the Board of Education) is Board decision no. 129 dated December 19, 2025. As of October 6, 2026, we did not see any change made in 2026.
